As of April 10, 2021, the Faculty of Management and Law has 1,070 students, including 336 full-time bachelor's and specialist students, 182 full-time master's students, 11 full-time postgraduate students, 414 part-time bachelor's and specialist students, 100 part-time master's students, and 27 part-time postgraduate students. The share of students enrolled in master's programs and postgraduate scientific and pedagogical training within the total student body of the main higher education programs as of April 10, 2021, was 35.3%.
The educational process is provided by 46 academic staff members (39.85 FTE), of whom 5 hold a Doctor of Sciences degree and 35 hold a Candidate of Sciences degree. The overall degree attainment of academic staff is 77.29%, and the share of staff with academic titles is 33.12%.
Over the past three years, 100% of academic staff have completed professional development and retraining programs.
Leading faculty scholars participate in the work of the following public advisory bodies under regional authorities: the Public Council under the Ministry of Internal Affairs of the Republic of Kalmykia; the Public Council under the Ministry of Social Development, Labor, and Employment of the Republic of Kalmykia; the Public Council under the Federal Treasury Administration; the Council for the Agro-Industrial Cluster under the Government of the Republic of Kalmykia; the Public Council of the Ministry for Land and Property Relations of the Republic of Kalmykia; the Public Council on Education and Culture of the city of Elista to form independent assessment of service quality provided by organizations in the fields of education and culture, and others.
Faculty academic staff have actively participated in developing the following strategic documents for the republic:
- Socio-Economic Development Strategy of the Republic of Kalmykia until 2020;
- Socio-Economic Development Strategy of the Republic of Kalmykia until 2030;
- Investment Strategy of the Republic of Kalmykia until 2025;
- Investment Strategy of the city of Elista until 2025, and others.
Annually, the faculty departments organize scientific events with representatives of government authorities, leading universities, research centers, and employers.
The faculty operates a Legal Clinic, created to provide free legal assistance to the regional population and to develop practical legal skills among students in legal programs.
Thanks to established connections with employers, faculty students undergo internships and practical training at the Government Office of the Republic of Kalmykia, the Department of the Judicial Administration of the Republic of Kalmykia, the Investigative Directorate of the Investigative Committee of the Russian Federation for the Republic of Kalmykia, the Service for International Justice Issues of the Republic of Kalmykia, the Prosecutor’s Office of the Republic of Kalmykia, the Ministry of Internal Affairs of the Republic of Kalmykia, the Ministry of Finance of the Republic of Kalmykia, the Ministry of Economy and Trade of the Republic of Kalmykia, the Ministry of Social Development, Labor, and Employment of the Republic of Kalmykia, the Ministry of Sports and Youth Policy of the Republic of Kalmykia, the Administration of the city of Elista, district municipal administrations of the Republic, and others.
Since 2003, the Department of State and Municipal Management has operated a postgraduate program under the supervision of Doctor of Economics, Professor E.I. Mantaeva, in the scientific specialty 38.06.01 Economics (focus: "Economic Theory"), and the Department of Legal Professions has a postgraduate program under Doctor of Law, Professor A.Ya. Ryzhenkov, in the scientific specialty 40.06.01 Jurisprudence (focus: "Civil Law, Business Law, Family Law, International Private Law"). As of January 1, 2021, the total number of postgraduate students at the faculty is 29, including 12 in "Economic Theory" and 17 in "Civil Law, Business Law, Family Law, International Private Law." Among them, 3 are international students. 27 postgraduate students (93.1%) study under contract, 7 students study full-time.
From 2018 to 2020, in line with the socio-economic development needs of the region and preparation of specialists in management and law, the faculty launched two new higher education programs:
- In 2019, the Specialist Program "Judicial and Prosecutorial Activities" (legal departments);
- In 2020, the Master's Program "Project and Program Management" (Department of State and Municipal Management).
During 2018, the legal departments conducted organizational work in preparation for professional-public accreditation. In December 2018, the bachelor's program in "Jurisprudence" successfully passed professional-public accreditation (Certificate No. 48-B dated 16.04.2019). By the decision of the Commission on Public Quality Assessment of Higher Legal Education of the Russian Lawyers Association on 16.12.2018 (Protocol No. 14), Kalmyk State University is included in the list of Russian universities that passed public accreditation, confirming that the "Jurisprudence" bachelor's program meets the required educational level. The public accreditation process includes a series of steps, with key tasks being the assessment of education and research quality, awareness of citizens and employers about training standards, and recognition of the professional level of the institution.
The Faculty of Management and Law successfully passed state accreditation for all declared educational programs, with the corresponding order signed by the Federal Service for Supervision in Education and Science on March 14, 2020.
To develop continuing education, the faculty departments created new programs allowing professional development and retraining, based on best domestic practices and market and professional standard requirements. From 2018 to 2020, 13 additional professional educational programs were implemented. Faculty and experienced practitioners were involved in teaching.
Research and Innovation Activities
From 2018 to 2020, one of the key areas of faculty research activities was the participation of the Department of State and Municipal Management in developing the Socio-Economic Development Strategy of the Republic of Kalmykia until 2030:
Section I. Assessment of the achieved socio-economic development goals of the Republic of Kalmykia;
Section V. Economic development of the Republic of Kalmykia;
Section VIII. Development of interregional and foreign economic relations.
Faculty projects "Legal Literacy Improvement" (2019) and "Legal Literacy School of the Republic of Kalmykia" (2020) won grants provided by the regional budget (organized by the regional Ministry of Economy and Trade).
Another significant research result was the participation of the Department of State and Municipal Management in the project "Municipal Teams – Leaders of Territorial Development" (professional development program for municipal employees: "Municipal Team Development," 2018). The project aimed to prepare municipal management teams in investment climate formation, effective governance, and team interaction. The project's significance lies in the university's ability to focus on local issues, moderate discussions, and form a pool of management personnel to address them.
The number of publications indexed in the Web of Science citation system was 4 in 2018, 7 in 2019, and 5 in 2020.
The number of publications indexed in Scopus was 9 in 2018, 16 in 2019, and 14 in 2020.
Improvement of scientometric indicators was achieved by increasing publications in high-ranking journals. For example, 50% of faculty staff had Scopus publications in 2017-2020.
From 2018 to 2020, faculty submitted 50 applications for registration of intellectual property.
From 2018 to 2020, faculty departments prepared and published 15 scientific editions.
The share of full-time students with publications was 25% in 2018, 29% in 2019, and 30% in 2020.
Research at the Department of State and Municipal Management is conducted within the department's Scientific School "Economic Theory" under Doctor of Economics, Professor E.I. Mantaeva, in the following areas:
- Improving faculty research qualifications;
- Participation in scientific conferences;
- Collaboration with other universities and research institutes on scientific projects;
- Publications in leading Russian and international journals;
- Involving students, postgraduates, and faculty in Russian and international olympiads, scientific competitions, and grants.
The Scientific School "Economic Theory" operates at the department under Professor E.I. Mantaeva (regional branch of the Scientific School "Economic Theory" of Plekhanov Russian University of Economics, headed by Honored Scientist of Russia, Professor G.P. Zhuravleva). Members include Kalmyk State University faculty, government officials, and business representatives.
